האו"ם קיים בשבוע האחרון בווינה משא ומתן שמטרתו להוביל לחתימה על אמנה בין-לאומית חדשה בנושא פשעי סייבר. סין הציעה להוסיף לאמנה קטע הקובע כי "הפצת מידע כוזב" (מיסאינפורמציה) באמצעות מחשב או באמצעות טכנולוגיות מידע ותקשורת אחרות תיחשב פלילית, אם המידע עלול להוביל ל"הפרעה חברתית חמורה".
